Quebec Skilled Worker Program (QSWP) started by the Government of Quebec and Canada Federal Government. This is a program that enables skilled foreign professionals and highly educated students to migrate to Canada (Quebec province) as skilled workers. Aspirants willing to migrate via QSWP will be assessed under various selection criteria. Eligible candidates with high points will then be provided a Quebec Selection Certificate (CSQ). The CSQis required to apply for the Canadian Permanent Residency.
Note: All aspirants willing to opt the QSWP must intend to reside in the province of Quebec.
The different criteria include
Training- 26 points are credited under this criteria for QSWP. This is further divided into 2 sub-categories.
1. Education- The points awarded depends on the educational credentials of the applicant. This sub category has maximum 14 points. Minimum 2 points for general high school diploma to maximum 14 points for a Doctorate degree. The least education required to be eligible for QSWP is a general high school diploma. The education level should have been obtained at least 5 years prior to applying for QSWP. If not, the applicant must have a work experience of minimum 12 months in a field related to his/her degree or diploma.
2. Area of Training- The sub category has maximum 12 points. This subcategory is meant to find prospective foreign professionals who possess skill set and are trained professionally in areas that have strong job prospects in Quebec province.
Work Experience- 8 points are credited under this criteria for QSWP. Work experience will be considered if acquired 5 years prior to applying for QSWP. A valid job experience is inclusive of paid and unpaid employment.
Note: The unpaid employment and internships must have been done as a part of a training or educational program. The duration of a work experience affects the points awarded. For example, a candidate with more than 4 years of work experience can score 8 points whereas a candidate with a work experience of 6 months to 1 year can score 4 points. Work experience of less than 6 months will not grant any point to the candidate.
Age- A maximum 16 points are granted under this category. The QSWP is formulated to hire and employ skilled workers in Quebec in order to contribute towards the economic development of the province. The skilled workers must be able to have a prosperous and long term career. As a consequence of which the young aspirants can score a maximum of 16 points. The lesser age has a higher chance of eligibility. Candidates older than 43 years of age will not be granted any point under the Age factor.
Language Proficiency- A maximum of 22 points are awarded under this category. Quebec is the only province to have most French-speaking population primarily and French as the only provincial official language. Consequently, French language proficiency has more weightage than English language. For French, candidates can score 16 points and 6 points for English.
The recognized exams for French language proficiency are CIEP: Test de connaissance du français (TCF), CIEP: Test de connaissance du français pour le Québec (TCFQ), CIEP: Diplôme approfondi de langue française (DALF), CIEP: Diplôme d’études en langue française (DELF), CCIP-IDF: Test d’évaluation du français (TEF), CCIP-IDF: Test d’évaluation du français adapté pour le Québec (TEFAQ) and CCIP-IDF: Test d’évaluation du français pour le Canada (TEF Canada).
The recognized exam for English language proficiency is IELTS (International English Language Testing System).
Note: French language proficiency is not mandatory. Candidate with a good IELTS score can be eligible.
Connection in Quebec- QSWP applicants who have previously lived in the province or have family there can score a maximum of 8 points under this category. The applicant who has stayed in Quebec can score 5 points whereas having family members in Quebec can grant the applicant up to 3 points.
Points are granted for family members who are actively residing in Montreal, Quebec City, Gatineau, Sherbrooke, Trois-Rivieres (Three Rivers), Saguenay, Drummondville, or any other city, town, village in the Province of Quebec.
Note: Family members who reside in Canada (outside the province of Quebec) will not be awarded any points under this category.
Spouse Characteristics- Characteristics of the spouse is one of the selection criteria with maximum 17 points under it. The category further bifurcates into sub categories with each having a definite number of points.
- Spouse’s Age : 3 points
-Spouse’s education level : 4 points
- Spouse’ Area of Training : 4 points
- Spouse’s French Language proficiency : 6 points
Valid Employment offer- Applicants with validated job offers from employers in Quebec can score up to 10 points under this factor. The points awarded to a candidate will also depend on the location of the job.
- Employment offer in the Montreal area : 8 points
- Employment offer outside the Montreal area : 10 points
Accompanying Children- Candidates who will be bringing dependant children can score up to 8 points.
- Child under 13years of age : 4 points
- Child 13 to 19 years old : 2 points
Financial Autonomy- The Quebec Government demands a minimum amount of funds by an applicant depending on the number of immigrating family members and their ages. An applicant can score points on the basis of possession of required funds. A maximum of 1 point can be scored under this category.
Note: The requirement of settlement funds are subject to change by the Ministère de l'Immigration, de la Diversité et de l'Inclusion (MIDI) for keeping up with the living expenses.
Note: There is a mandatory Government fee for QSW program which is subject to change as per the Government of Quebec. Similarly, the minimum eligibility criteria and cut off score to obtain Certificate de Selection du Quebec (CSQ) can be updated. The various selection categories are conditional, inclusion of a new selection factor or removal of a selection factor could take place depending upon the requirements of the Quebec Skilled Worker Program.
